Supervisory Mobility Transportation Specialist

Duties include, but are not limited to:
Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Serve as the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff. Manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Possesses and maintains knowledge of and collaborative relationships with United We Ride, State Departments of Transportation, Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations, volunteer work groups, news media and the community at large. Serves as the Subject Matter Expert at the Medical Center and as such is responsible for managing, evaluating, and addressing all patient transportation activity at the site. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Prepares replies to inquiries from Members of Congress, other Government agencies, and VISN Offices. Acts as a liaison with the Human Resources office, performs/coordinates personnel actions, maintains personnel-related records. Provides guidance and assistance to the VTP Board of Directors, Executive Sponsor (Associate Director) and staff on all personnel issues pertaining to VTP; communicates, interprets and advises on federal and agency personnel policies, regulations and procedures directly related to the transportation of Veterans (OSHA, Environmental Safety Standards pertaining to driver medical exams, etc.). Represents VTP on committees and workgroups at a local, regional, VISN or National level on an as assigned basis. Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff, as appropriate, including critical budget areas and all Transportation program matters. Serves as the Contracting Officer Representative (COR) and works closely with the Contracting Officer to develop appropriate contracts and maintain an accurate inventory of all Veteran transportation related equipment and vehicles. Manages the Medical Center transportation program quality assurance programs. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's patient transportation program. Works closely with all disciplines / services to facilitate the implementation of new methodologies relative to performance improvement, i.e., scheduling practices, and computer applications related to Veteran transportation. Performs the administrative and personnel management functions relative to staff supervised. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area; knowledge of several different clinical programs, each representing a requirement for a distinctly different additional body of knowledge, and for which this position provides administrative guidance and support in regard to patient transportation; knowledgeable of mobility management principles and tools; have excellent communication skills verbally and in writing; knowledgeable of US Department of Transportation regulations regarding transporting patients, as well as their State Department of Transportation regulations regarding licensing of drivers, patient safety, etc.; knowledgeable of the Beneficiary Travel Behavioral Tools/Audit policy and process; knowledgeable of the Americans with Disabilities Act (ADA) requirements regarding ADA vehicles and all applicable statutes, regulations, and policies regarding transporting disabled Veterans.
