Supervisory Medical Administrative Program Specialist

The incumbent advises the ADPCS in the coordination, organization, and evaluation of the OCC operations. The incumbent leads groups in establishing goals for the facility and in developing the resources to successfully attain such objectives. In support of the ADPCS, the incumbent plays an active and influential role in policy formulation, planning, decision making and evaluation of special programs, cost-benefit analyses, workload tracking, and areas including the following:
development of the organization's strategic plans; development of specified joint strategic alliances between the Walla Walla VA, all affiliate, local, state, and federal, and private healthcare organizations in Central Washington, Oregon, Idaho, in VISN 20 and elsewhere as necessary; and development of new organizational initiatives for the OCC. Duties Include, but are not limited to:
Direct oversight of all aspects of Office of Community Care (OCC) Medical Care and development/maintenance of reporting mechanisms to monitor Non-VA medical care expenditures as required. Provides support in identifying, planning, coordination, and execution of OCC policies, programs and operations. Develops implements mechanisms to:
allow VHA to systematically monitor the amount of time taken to prepare referrals, schedule appointments, and complete appointments. Establishing a system that will help facilitate seamless, efficient care coordination and exchanges of information among VAMCs, VHA clinicians, TPAs, community providers, and veterans. Responsible for continually adapting analytical techniques and evaluating criteria to measure and improve the Office of care in the Community program effectiveness and productivity by developing or modifying process to improve the delivery of care in the community for our Nations Veterans. Apply analytical techniques to evaluate practices as scheduling, studies, and projects, to make recommendations to Executive Leadership to make the appropriate changes in organization structure, and management process to increase efficiency by decreasing appointment wait times, increasing provider productivity. Facility expert on the general provision of community care which includes; Eligibility, Scheduling Appointments, Billing, and Urgent Care and the transition from the previous Veteran Choice Program. Oversight of purchased care services across seventeen counties in three (3) states (Idaho, Washington, and Oregon), Responsible for budget development and execution for OCC Coordination Section. Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the VAWW, budget analysis, projecting and forecasting, operational and staffing analyses, contracting and provider relations. Develops and implements programs to meet the ADPCS readiness objectives in preparation for a full spectrum of emergencies and contingencies. Lead organizational planning process, reviews and analyzes budgetary and fiscal data; Monitor expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility. Lead planning committees, task forces, and work groups and provide data/reports as requested to the ADPCS and Executive Leadership. Supervises the following (3.0 FTEE) positions directly, and (60.0 FTEE), as the Second Level Supervisor. As the supervisor of staff in the OCC, the incumbent explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Specialized Experience GS-9:
You must have one year of specialized experience equivalent to at least the GS-7 to qualify for the GS-9; Examples of specialized experience would typically include, but are not limited to:
developing budget estimates, analyzing medical benefits data or related data to develop reports, to include developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures. Leading subordinate staff, assigning work, addressing disciplinary issues. Developing business plans, establishing measurable goals and objectives, and monitors budget allocation and execution. Specialized Experience GS-9:
You must have one year of specialized experience equivalent to at least the GS-9 to qualify for the GS-11; Examples of specialized experience would typically include but are not limited to:
Developing budget estimates, analyzing medical benefits data or related data to develop reports, and participating in the management of a health care delivery system, managing a program, to include developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures. Supervising subordinate staff, assigning work, addressing disciplinary issues, and signing time cards. Developing business plans, establishing measurable goals and objectives, and monitors budget allocation and execution. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for the GS-11 grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to a doctoral degree; to qualify based on education for the GS-9 grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree.
