Duties include but not limited to:
Responsible for the day-to-day operation of the Police Service and the overall management of the medical center security and law enforcement program, by the development of goals and plans for the organization. Delegates authority for the enforcement of Federal statues in the physical protection of all personnel and property, the protection of the civil rights of all person, and the preservation of a safe, secure, and peaceful environment requisite to medical treatment initiatives on all property owned and/or under the control of the Department of Veterans Affairs. Responsible on a regular and recurring basis for providing guidance to other facility service chiefs and/or upper management officials in all aspects of security and law enforcement activity at this VA Health Care System. Responsible for the protection of lives of patients, visitors, and employees; the preservation of a peaceful environment requisite to the operation of medical treatment programs; and the protection of federally owned property from sabotage, fire, theft, and accidental or willful damage or destruction. Plans and directs the medical center's on-going security and crime prevention programs. Establishes liaisons and coordinates with the VISN Security Chief's and other security Chiefs/program managers in the VA Security and Law Enforcement community, Federal Law Enforcement Agencies, as well as local law enforcement. Attends quarterly Chief's conferences within the VISN and annual conferences with Headquarters VA, Office of Security and Law Enforcement. Direct interface for all Department of Homeland Security initiatives. Establishes a Security Program, which supports the Security Management Plan of the Health Care System and serves as the technical advisor on all security issues to the facility Medical Center Director. Applies his/her comprehensive knowledge of security and law enforcement requirements to review, evaluate and implement policy on police equipment and weapons, illegal drug activity and adverse media coverage. Implements an aggressive patrol program to prevent and control entry or loitering by unauthorized persons. Direct responsibility for advancing police skills of members of the medical center police force in all areas of police knowledge, including unarmed defense and training in the use of the approved weapons Management of the Dispatch/Communications Center Perform other administrative duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
management and supervision of police or security program functions including planning, directing, and overseeing law enforcement operations; delegating authority and responsibility to subordinates, communicating policies to staff; evaluating performance of police personnel; directing timely adjustments of patrol force in response to threat situations; budget planning, fund control management, equipment and space management; and a working knowledge of principles, practices, rules, regulations, policies and Federal laws related to police or security program of a large health care system. Physical Requirements:
The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions. Work Environment:
The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
