Health System Specialist (Executive Assistant)

Duties include, but are not limited to:
Analyzing a variety of databases and data-driven programs Provides oversight to the publication process for all approved Medical Center Policies (MCP) and Medical Center Bulletins (MCB). Create new MCMs and MCBs, provide technical guidance and training on the mandatory formats and publication process, control/assign numbering for MCPs/MCBs, provide final review for compliance to format, ensure clarity, and validate accuracy of syntax (spelling, punctuation, composition, sentence structure, language rules, etc.) Maintain a tracking system to ensure timely publication of MCPs/MCBs. Utilize SharePoint to publish documents Communicate publication of documents to staff in a consistent notification procedure. Develop a mechanism whereby all newly published national publications are locally reviewed by appropriate staff and compared to existing MCPs/MCBs to determine if changes are required and ensuring the changes are initiated. Serves as spokesperson for the COS and other Executive Leaders in working with Congressional Representatives, VA Central Office, VA officials; non-VA organizations, Veterans Service Organizations, consumer groups, and media outlets to promote and solicit support. Responds in writing and orally to questions about or criticisms of the agency's activities or policies and explaining the VA point of view Serves as liaison and handles communications with persons and/or groups within and outside of the office of the COS and Medical Center as required. Reviews and edits all templates for correspondence to veterans and stakeholder groups. Prepares, reviews, and edits Congressional Correspondence, and other sensitive communication, prior to signature Prepares correspondence for the COS for mailing and distribution to internal and external stakeholders Leads and serves on various committees and special task forces as assigned Develop business plans, reports, studies, and presentations for Director and Associate Director, and other executive leaders as required. Participates in public speaking engagements, meetings and public relations events. Directs media relations for the Medical Center and works with the Administrative Officers to assure programs are administered timely Plans and/or accomplishes special projects Manages special projects for major office or program issues of broad impact Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs Conducts special studies and analyses as requested, including feasibility studies, cost benefit analyses, FTEE/productivity analyses, case mix analyses, etc Provides results and recommendations in a timely, concise and accurate manner Manages procurement and contracting for the executive offices Serves as an improvement coach/facilitator in process improvement activities, providing facilitation; leadership for implementation, spread, and maintenance of systems redesign processes and techniques Responsible for the overall performance measure management system for the administrative services, which includes coordination with the executive leadership team, quality management department and individuals responsible for specific measure Directs and assists medical center staff in administrative research, management analysis, and development of reports pertaining to program plans, development operations, and assessment of any planning phase of the Medical Center's activities. Lead organizational planning process, reviews and analyzes budgetary and fiscal data Monitor expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility Develops short and long-range planning efforts Identifies and reports Veteran concerns being able to access care Identifies staffing needs to ensure national goals for access are met or exceeded Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analytical or administrative, or clinical management or supervisory experience in the health care field; This work may have been performed in an operating health care facility or higher organizational echelon with advisory or directional authority over such facilities; Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Work is generally performed in an office setting with significant time involved on computer systems. Some travel is required; however more extended travel is possible and may be required on short notice. Work requires short deadline projects which may require work hours to be flexible. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
